and there is the problem... who started the action when there's a series of counters and scrambles... yet no one scores? who gets the point then?

From the High School rulebook  Under Stalling:


"In the neutral position, it is the responsibility of both wrestlers, regardless of the score or time remaining, to
make every effort to stay within the 10-foot circle, to make contact, to maneuver to set up a take-down, and to follow up by attempting a take-down.

Each wrestler is required to make an honest attempt to stay within the 10-foot circle and wrestle aggressively, regardless of position or the time or score of the match. "

Well we can go round and round on the step out/push out whatever. 
 
My feeling is you can be aggressive with no inteniton of using the edge of the mat, not score the TD and if you step out, give up a point.  Wrong in my way of thinking.
 
I'm not against the concept of the rule, I just I think it can be a better rule with a couple of tweeks (for example two points out (both feet, a  hand and a foot, etc for the point to be awarded) and that would make it applicable to all aspects of wrestling and eliminate the "judgement" required for a fleeing the mat call.
 
And yes....absolutely, the Greco tie-breaker format is the only way to go!  If no score at the end of a period, give each guy a 30 second shot at par terre from the offensive position and no stoppage by the ref.  Then give the other guy a chance.  And it'll continue until there is an unmatched score.  Very much like theh collegiate OT rule.

You wouldn't be penalized if you complete the score your aggressiveness started.

And the effect of the rule HAS been to keep wrestling in the center. 

I thoroughly agree on passivity, but the reasoning for the change was because it was being called too subjectively internationally.  I liked being able to, in a 0-0 match, hit one guy, put the ohter guy down and then, if he failed, give the other guy a shot. Sure beats the ball grab...

I'd think the rule would be better served if it was 2 points of contact were OB and then you give up a point.  Like both feet, a hand and a foot, two hands, both butt checks, etc.
 
This keeps the wrestler from using OB as an escape route but avoids a guy from giving up a point if his foot goes out.  Sometimes your aggressive and a foot steps out, why be penalized.
 
I thought the point of the rule was to keep guys moving and in center, but more so to keep them from using OB as a safe haven.
 
And why can't they bring back the old passivity call and penalize a guy who blocks, avoids contact, etc and put him on the mat and defend his action.  Just wondering.

Vic did not retire to leave his stars like Kent and Cimato to go somewhere else. He thought it was time to retire and so he did, but he is a fan and lives for the sport. Interesting article, implying there are shenanigans going on with the Giant Center in Hershey.

Even though it's in Center County, Penn State used to be pretty inaccessible.  But I80 slides on by within about 20 miles -giving Northern PA easy access.  And it's also pretty easy coming from Southwestern PA.  When I wrestled states at Penn State,  it seemed to take forever to get there. But now that the "road that Joe built" is in place it cuts the travel time from the Southeast by an hour or more.

Still, I'm perfectly content with the Giant Center.  It works for the team championship and the individual championship just fine. 

Also, selfishly, I can get there in less than 1 1/2 hours.  (Wonder how long it takes for those Erie kids to get there).

I really don't think that the number of hotel rooms is an issue as long as the states aren't held during an 'event' weekend.  Lots of big pricey hotels up there.

But at Hershey (actually suburban Hershey) I've been staying in the same cheap dump for 25 years.  I'm happy there.

my preference would be to let sleeping dogs lie.
